The International Forum of Regulators (IRF) concluded that supervising oil companies is most effective when one single inspectorate supervises all their activities.
The IRF met in Vancouver from 18 till 20 October 2010. The forum got together with the oil companies to have an open and frank dialogue following up on the Deepwater Horizon blowout in the Golf of Mexico.
The regulators agreed on a strategic agenda with five subjects. These subjects are:
- Safety culture and leadership
- BOP integrity and operational issues
- Performance indicators
- Operator competency/capacity criteria
- Use of standards and industry best practice
Responsibility for subject number five will be shared by the Dutch inspectorate State Supervision of Mines together with the Health and Safety Executive of the United Kingdom.
